Transit/ Parking Plans for October 31

Here are the announced plans for Traffic and Transit as recounted at the Police Commission Hearing October 10, 2007.

At best it is a PIBE (Play It By Ear) Plan

SFPD will close streets if conditions warrant.  There will be no pro-active street closures.  Conditions warranting street closure will be determined by on-site command staff Halloween Night.  If street closure is warranted, SFPD will close only as much as to assure public safety and expand the closure as the crowd warrants.

DPW will pre-position barricades to use in the event streets are closed.

Emergency vehicle access lanes will be instated if crowd/ street closure warrants.


Cab stands will be re-located as warranted but no pre-positioned cab stands have been announced.

There was no time cited when streets would be cleared in the event of closures, but SFPD will use the Outdoor Emergency Address system and cruiser loudspeakers to direct the crowd as needed

Church and Castro Muni Stations will be closed at 8:30 p.m.  There will be no underground service between West Portal and Van Ness.

Diesel Replacement Service will run from Van Ness to West Portal beginning at 8:30 p.m.

No bus re-routing plans have been made as MUNI expects SFPD to keep the streets open.

Parking lots behind Castro Theater and Walgreen's will be closed.  Notices will be posted 72 hours in advance

No parking will be allowed on Market between Castro and Noe.  Notices will be posted 72 hours in advance.

No parking will be allowed on Castro between Market and 19th Street.  Notices will be posted 72 hours in advance.

No parking will be allowed on 18th Street between  Hartford and Collingwood.  Notices will be posted 72 hours in advance.

Parking Control Officers (PCO's) will be deployed throughout the Castro District to strictly enforce regular parking rules (No double parking, blocking driveways, etc.).

Tow trucks will be pre-positioned to assist PCO's with towing illegally parked cars.

California Highway Patrol will be doing extra DUI enforcement in the City.

SFPD is expected to aggressively enforce jaywalking and other anti-traffic interference laws against pedestrians.

Motorists trapped in vehicles by overcrowding can request to be escorted from the scene with rides home provided through SFPD.  Cell phone direct to 911 dispatch is 415-553-8090 (avoids routing through CHP).  Vehicles will have to be abandoned for the evening or until the streets are cleared.
